This is such a tangled web. If you read the various reports and studies you find a number of different things.
1) At one time Iraq had chemical/biological weapons. It is not completely clear whether they were all destroyed or shipped elsewhere.
2) Saddam did not have nukes, but was interested in building a program that allowed him to manufacture them.
3) Saddam played cat and mouse games with the world to try and present a different picture than reality showed.
4) There were many countries involved in helping to thwart the sanctions. Some of these same countries sit on the UNSEC. Perhaps if they had acted as a uniform body in enforcing the sanctions war could have been avoided.
