Extend The Hours of the Bar So that People Will Drink Lesss

"The British government has approved a law allowing pubs to stay open beyond 11 p.m. Will longer hours really curb the nation’s drinking rate?"

Call me crazy, but I don't see this as being a solution, just an enabler.
