“I wish to have an apology,” Peter Hansen told a meeting in Jordan of representatives of major donor countries to the UN agency."
The better question is whether they will apologize for using members of terrorist organizations. As shown in this article The United Nations agency that provides assistance and food aid to Palestinian refugees admits it has hired members of the terrorist group Hamas to help in its efforts."
Classic stupidity.

The story's no longer available but I'd like to read it. Could you send it to me at Editor.Piccadilly@gmail.com?
Question: Will Israel apologise for having supported Hamas in the past in order to weaken the PLO?
Answer: No, of course they won't.
I've deleted the bit about who I used to work for.
Hi J.J.,
Israel did try and use Hamas to weaken the PLO, but at that time Hamas was not yet committed to the destruction of Israel and did not have the blood of hundreds of innocent people on their hands.
Hansen may mean well, but if you want to maintain neutrality there is no place for employing a member of Hamas.
I haven't found a copy of the Canadian story, but this one link refers to it:

Part of the problem here is that there are documented instances of terrorists using ambulances to transport weapons.
There is a history of UN corruption and imbalance. It is only 4 years or so ago that UN workers watched members of Hezbollah kidnap Israeli soldiers and then fought not to turn over the tapes they had of the kidnapping.
